Parallel Runways for Landing - Airport Runway Spacing



Increasing the airport arrival rates is an important factor towards meeting the growing demand in air traffic. The concept of Very Closely Spaced Parallel Runway (VCSPR) operations is considered to be a crucial step for realizing significant increase in arrival throughput during poor weather conditions when instrument meteorological conditions apply. It aims to maximize the utilization in parallel runway systems that may be spaced as close as 750 ft apart, and thus increase the landing capacity at hub airports without significant increase to the airport footprint.
 
Aumentar as taxas de chegada de aeroporto é um fator importante para satisfazer a crescente demanda do tráfego aéreo. O conceito de operações em Pistas  Paralelas de Pouso Espaçadas Muito Estreitamente (VCSPR) é considerado ser um passo crucial para compreender o aumento significativo na produtividade de chegada durante condições meteorológicas pobres quando se usa as condições meteorológicas por instrumentos. Ele destina-se a aumentar a utilização em sistemas de pistas paralelas que possam ser espaçadas tão perto quanto 750 metros de distância uma da outra e assim aumentar a capacidade de pouso em aeroportos sem aumento significativo para a área útil do aeroporto.
The Federal Aviation Administration (FAA) recognizes that significant capacity is lost when simultaneous operations performed under visual conditions are not operational under poor weather conditions. As a part of its NextGen plan [7], the FAA aims to reduce the minimum allowable spacing between runways used for simultaneous operations in poor visibility, currently 4300 ft., by implementing revised standards and improved technologies.
 
A Administração Federal de Aviação (FAA) reconhece que a capacidade significativa é perdida quando operações simultâneas, realizadas sob condições visuais não estão operacionais em condições climáticas adversas. Como parte do seu plano de NextGen [7], a FAA pretende reduzir o espaçamento mínimo permitido entre pistas usado para operações simultâneas em baixa visibilidade, atualmente 1310 m, implementando tecnologias melhoradas  e normas revisadas.

 


 

System Description

In a typical independent parallel approach, aircraft intersect their localizer track (longitudinal runway centerline) approximately 10 nautical miles from the runway threshold. During localizer intersection, aircraft have a 1000 feet vertical separation. After the aircraft are established in their localizer track, vertical separation is eliminated and aircraft start a normal glide path for landing.
 
Em uma típica aproximação paralela independente, as aeronaves interceptam suas trajetórias de localizador (linha central longitudinal do eixo da pista) aproximadamente a 18 Km da cabeceira da pista. Durante a interceptação do [curso] do localizador, as aeronaves têm uma separação vertical de 300 m. Depois que as aeronaves estão estabilizadas nas suas  trajetórias do localizador, a separação vertical é eliminada e as aeronaves começam uma   trajetória de planeio normal para o pouso.
The AILS system starts operating when the aircraft are on their localizers. At this time the aircraft are approximately at the same altitude.
 
O sistema AILS inicia a operação quando as aeronaves estão em seus [cursos] de localizadores. Neste momento, as aeronaves estão aproximadamente nas mesmas altitudes.


 

Parallel Runway Operation

It needs to be carefully managed in such a manner as to minimize the risk of runway incursion or wrong runway use due. Closely-spaced parallel runways may affect the pilots' situational awareness or lead to their distraction or confusion.
 
É preciso ser cuidadosamente gerenciado de forma a minimizar o risco de invasão de pista ou devido ao uso de pista errada. Pistas paralelas espaçadas podem afetar a consciência situacional dos pilotos ou conduzir  à distração ou à confusão deles.
 


A potential problem with close parallel runway spacing is the possibility that an aircraft may make an approach to the wrong runway. Two scenarios can be considered:
 
Um problema potencial com espaçamento estreito de pistas paralelas é a possibilidade de que uma aeronave possa fazer uma aproximação para a pista errada. Dois cenários podem ser considerados:
Pilot SOPs for approach clearance acceptance and subsequent setting of the required navigation equipment should be robust and attract 100% compliance. The role of the PM (and if present the augmenting crew occupying supernumerary seats) in a multi crew flight deck in cross checking that correct actions are taken is crucial.
 
Os SOPs de piloto [Procedimentos de Operação Padrão]  para aceitação de autorização de aproximação e posterior ajuste do equipamento de navegação exigido devem ser robustos e atrair 100% de conformidade. O papel do PM [Pilot-Monitoring] (e se apresente, a tripulação de revezamento ocupando assentos extranumerários) na cockpit de vôo de tripulação composta com verificação cruzada em que ações corretas  sejam tomadas, é crucial.
If a pilot cleared for an instrument approach acquires visual reference with the aerodrome when some distance from landing, it is possible in the absence of the right level of crew discipline and interaction for alignment with the wrong runway to follow.
 
Se um piloto autorizado para uma aproximação por instrumentos encontra referência visual com o aeródromo, quando alguma distância de pouso, é possível na ausência de nível correto de disciplina e interação da tripulação para alinhamento com a pista errada a seguir.
pilot training - operators should ensure that flight crews conducting simultaneous independent approaches to parallel runways are familiar with the issues that arise. It should be noted that if an immediate missed approach is instrucyted by ATC, the required manoeuvres may differ from the promulgated standard missed approach;
 
treinamento de piloto - operadores devem assegurar-se que as tripulações de voo realizando aproximações independentes simultâneas para pistas paralelas estão familiarizados com os problemas que possam surgir. Deve ser observado que se uma imediata aproximação perdida é instruída pelo ATC, as manobras exigidas podem diferir da aproximação perdida padrão homologada;
risk analysis -  a risk analysis using available data should indicate that the probability of having a miss distance of less than 150 m (500 ft) between aircraft is expected to be less than 1 per 56,000,000 approaches. Wherever independent approaches to closely-spaced parallel runways are envisaged, a risk analysis must be completed for each location to ensure satisfactory levels of safety;
 
análise de risco - uma análise de risco utilizando dados disponíveis deve indicar que a probabilidade de ter um erro de distância inferior a 150 m (500 pés) entre aeronaves deverá ser menor que  1 em 56.000.000 de aproximações.. Onde quer que aproximações independentes para pistas paralelas espaçadas estejam previstas, uma análise de risco deve ser concluída para cada local para garantir satisfatoriamente os níveis de segurança;
transponder failure -  If an aircraft without an operating transponder arrives at an aerodrome, ATC will have to create a gap in the arrival flow so that the aircraft will not require monitoring. If an aircraft transponder fails during an instrument approach, the monitoring radar controller will instruct any adjacent aircraft to cancel their approach;
 
falha do transponder - se uma aeronave sem um transponder em operação chega em um aeródromo,  o ATC terá que criar uma brecha no fluxo de chegada tal que a aeronave não exigirá monitoramento. Se um transponder de aeronave falha durante uma aproximação por instrumentos, o controlador de monitoramento radar instruirá quaisquer aeronaves adjacentes para cancelarem suas aproximações;
approach chart notation -  the charts showing instrument approach procedures to runways used for simultaneous parallel instrument operations should indicate such operations, particularly using the term “closely-spaced parallel runways”. The terminology should be reflected in the title of the approach chart including the runway identification;

The process involves pairing aircraft around 30 minutes before the aircraft arrives at the terminal boundary. As shown in Figure 1, the actual coupling for the approach is intended to occur 12 nm from the runway threshold. After this coupling point, the coupled aircraft converge over a 10nm distance at a 6° angle. For the last 2nm prior to the runway threshold, the paired aircraft would fly on parallel flight path segments.
 
O processo envolve o emparelhamento de aeronaves cerca de 30 minutos antes da aeronave chegar no limite da terminal. Como mostrado na Figura 1, o emparelhamento real para a aproximação é intencionado para ocorrer 12 NM [22 Km] da cabeceira da pista. Após este ponto de emparelhamento, as aeronaves emparelhadas convergem numa distância de 10 NM [18 Km] em um ângulo de 6°. Para as últimas 2  NM [3,7 Km]  antes da cabeceira da pista, as aeronaves emparelhadas voariam em segmentos de trajetórias de vôo paralelos.
The following aircraft in a pair must be flying within a safe zone, which is defined by a Lower Pairing Boundary (LPB) and an Upper Pairing Boundary (UPB) behind the lead aircraft. The LPB is defined to minimize the risk of collision in case of a blunder by the lead aircraft, while the UPB is defined in order for the follower aircraft to avoid its encounter with the wake vortex of the lead aircraft.
 
A  aeronave seguidora em um par deve estar voando dentro de uma zona de segurança, a qual é definida por um Limite Inferior de Emparelhamento (LPB) e atrás da aeronave à frente, um Limite Superior de Emparelhamento (UPB). O LPB é definido para minimizar o risco de colisão no caso de um erro crasso pela aeronave à frente, enquanto o UPB é definido a fim de  que a aeronave seguidora para evite o seu encontro com o vórtice de esteira de turbulência da aeronave à frente.
The LPB and UPB are set to 5s and 25s behind the lead aircraft, respectively. Figure 2 demonstrates the notions of LPB and UPB and the safe zone. The pairing algorithm is instructed to schedule the pairs in order for the follower aircraft to be situated in the middle of the safe zone. Then concept assumes Differential Global Positioning System (DGPS), augmented ADS-B, 4-dimensional flight management system (4D-FMS), wind detection sensors onboard the aircraft, and cockpit automation that are not extant in today’s NAS.
 
Os LPB e UPB são definidos para  5s e 25s atrás da aeronave à frente, respectivamente. A Figura 2 demonstra as noções de LPB e UPB e zona de segurança. O algoritmo de emparelhamento é instruído para agendar os pares a fim de que a aeronave seguidora esteja situada no meio da zona de segurança. Então o conceito assume o Diferencial do Sistema de Posicionamento Global (DGPS), ADS-B melhorado, Sistema de Gerenciamento de Vôo em 4-dimensões (4D-FMS), sensores de deteção de vento a bordo da aeronave e automação da cockpit que não são ainda existentes na NAS [Padrão Nacional de Aviação] da atualidade.

According to the characteristics and assumptions of the AILS algorithm, it is  proposed a time-discrete model of trajectories with time increments of 0.5 seconds where the bank angle and ground speed of the intruder aircraft determine intrusion paths. Given a ground speed v greater than zero, a bank angle, and the gravitational acceleration constant g, the heading turn rate is given by the formula
De acordo com as características e pressupostos do algoritmo AILS, é proposto um modelo de tempo discreto de trajetórias com incrementos de tempo de 0,5 segundos, onde o ângulo de inclinação lateral e a velocidade em relação ao solo da aeronave intrusa determinam as trajetórias de intrusão. Dado uma velocidade em relação ao solo v, um ângulo de inclinação lateral e constante aceleração gravitacional g, a razão da proa da curva  é dada pela fórmula

 


Although under normal operation the bank angle of a commercial aircraft is limited to -30 to 30 degrees, it was permitted the bank angle to range from -45 to 45 degrees. For a minimum ground speed of 180 feet per second, it means a maximum heading turn rate of about 6 degrees per second. These values produce very aggressive blundering situations quite consistent with worst cases scenarios tested by the AILS developing group.
 
Embora sob a operação normal, o ângulo de inclinação lateral de um avião comercial é limitado a -30 a 30 graus, foi permitido o ângulo de inclinação lateral na faixa de -45 a 45 graus. Para uma velocidade em relação ao solo mínima de 54 metros por segundo [194 Km/h], significa uma razão máxima de curva de cerca de 6 graus por segundo. Esses valores produzem muitas situações de erros grosseiros bastante consistentes com os piores cenários de casos testados pelo AILS grupo de desenvolvimento.

Angle of Attack Probe for Small Planes

 


An airspeed indicator assumes a cumulative error that’s inversely proportional to speed. In other words, error increases as speed decreases. Finally, when an airplane is flying very close to stall, an ASI may be practically useless, a quivering needle bobbing near the bottom of the gauge, reading anywhere from five to 30 knots slow. Conversely, angle of attack indicators provide a continuous readout of margin above stall right down to the actual event.

Um indicador da velocidade aerodinamica assume um erro cumulativo que é inversamente proporcional à velocidade. Em outras palavras, o erro aumenta quando diminui de velocidade. Finalmente, quando um avião está voando muito perto do stall, umindicador de velocidade aerodinâmica  pode ser praticamente inútil, um ponteiro trêmulo oscilando na parte inferior do mostrador, apontando em qualquer lugar de 5 a 30 nós. Por outro lado, indicadores de ângulo de ataque fornecem uma leitura contínua da margem acima do stall até o evento real.

Measure Could Improve Safety in Thousands of Aircraft
WASHINGTON – The Federal Aviation Administration (FAA) today took an important step to help improve safety in small aircraft by simplifying design approval requirements for a cockpit instrument called an angle of attack (AOA) indicator.  AOA devices, common on military and large civil aircraft, can be added to small planes to supplement airspeed indicators and stall warning systems, alerting pilots of a low airspeed condition before a dangerous aerodynamic stall occurs, especially during takeoff and landing.

“Safety is our top priority, and with today’s announcement we are improving safety by streamlining regulations and cutting red tape – a win-win situation,” said U.S. Department of Transportation Secretary Anthony Foxx. 

An “angle of attack” is the angle between a plane’s wing and the oncoming air. If the angle of attack becomes too great, the wing can stall and lose lift. If a pilot fails to recognize and correct the situation, a stall could lead to loss of control of the aircraft and an abrupt loss of altitude. Stalls can happen during any phase of flight, but they are critical when planes are near the ground and have less room to recover, such as during landing and takeoff.

AOA indicators may help prevent loss of control in small aircraft because they provide a more reliable indication of airflow over the wing. Although they have been available for some time, the effort and cost associated with gaining installation approval has limited their use in general aviation. The streamlined requirements are expected to lead to greater use of the devices and increased safety in general aviation.

“We have eliminated major barriers so pilots can add another valuable cockpit aid for safety,” said FAA Administrator Michael Huerta. “These indicators provide precise information to the pilot, and could help many avoid needless accidents.”

Under the new policy, manufacturers must build the AOA indicator system according to standards from the American Society for Testing and Materials (ATSM) and apply for FAA approval for the design via a letter certifying that the equipment meets ATSM standards and was produced under required quality systems. The FAA’s Chicago Aircraft Certification Office will process all applications to ensure consistent interpretation of the policy.

The FAA believes this streamlined policy may serve as a prototype for production approval and installation of other add-on aircraft systems in the future.

Key West to Havana Air Route Reopened - In 50 Years

The first commercial passenger flight from Key West to Cuba in 50 years has landed in Havana, finally reuniting the two islands separated by just 90 miles of water.

U.S. Customs and Border Protection gave the final approval for the flight on Monday morning and the nine-passenger aircraft departed 90 minutes later at 10 a.m. from Key West International Airport.

The first flight of the short route – which could allow residents to fly to Havana for lunch and be home in Key West in time for dinner – finally took off despite being approved by federal officials back in October 2011.

Three weeks after it happened, investigators are still trying to understand how a small plane veered hundreds of miles off its flight plan, crashed at the Nashville airport and wasn’t found by airport authorities for hours.

Each of those details was confirmed by at least two authorities in a position to be familiar with the investigation, although some could not discuss them on the record.

Neylon said the agency is focused on aviation issues, such as whether Callan ever landed at Pelee Island before heading to Nashville or whether he stopped somewhere else and refueled. His flight plan named the island in Lake Erie, about 100 kilometers from where he took off, as his ultimate destination.

He said investigators were reviewing radar records to try to determine just how long the plane circled over the Nashville airport. The plane he was in, a Cessna 172R, can fly for six hours on a single tank of fuel.

Answers to those questions probably won’t come from the flying club, which owned the plane Callan flew. David Gillies, club president, said in a telephone interview that he had been contacted by Callan’s two sisters and they had asked him not to discuss their brother’s mysterious end.

The initial report on the accident from the National Transportation Safety Board, issued Nov. 5, was spare in details. NTSB officials indicated they were trying to figure out how the aircraft crashed and then sat undetected on Nashville’s Runway 2C for as long as seven hours. The runway had been checked at about 2 a.m., but the wreckage was not spotted until the pilot of a passing plane noticed it at 8:45 a.m.
