Many aviation experts called the incident odd.

 

So far, there has been no official explanation for Zhang Zhengping’s demotion or why he was on that flight as a first officer.

Everything appeared normal except for the rank designation of the flight crew, mainly the first officer.

 

Gao Fei is a Chinese-American pilot with 26 years of flying experience and has a deep understanding of the culture and management in China’s aviation industry. He has piloted Boeing aircraft in both China and the United States, including the same model as the one that crashed.

 

On March 21, the Civil Aviation Administration of China (CAAC) confirmed a China Eastern Airlines flight MU5735 carrying 132 people crashed in Wuzhou, Guangxi—southeast China. Five days later, on March 26, the Chinese authorities said that all 123 passengers and nine crew members were killed in the crash and that the two “black box” recorders were recovered on March 23 and 27, respectively, but in severely damaged condition.

He said that the 737-800 is designed so that it will normally not dive at such steep angles.

 

Yang Hongda, the captain of the crashed plane, was 32 years old with a total flight time of 6,709 hours, while Zhang Zhengping, the first officer, was 59 years old with a total flight time of over 32,500 hours. Zhang was also a five-star captain and a recipient of the Chinese pilot’s Medal of Honor.

 

The culture of the Chinese aviation industry, it is highly unusual for Zhang to still be ranked as a first officer when he has flown over 32,500 hours and worked for the same company his entire life. Furthermore, Yang was a student of Zhang.

Zhang’s career, he was 40-year veteran pilot and a mentor to young pilots. Zhang is one of the few veteran pilots of China Eastern Yunnan Airlines and has piloted four different types of aircraft.

 

Zhang is a “CAAC designated check airman,” one of the highest positions to be given to a pilot.

 

Li Ming, an old apprentice of Zhang, said he was shocked and also saddened when he saw Zhang listed as a first officer on the crew manifest.

Somehow Zhang was demoted to a first officer, losing his decorated status and taking a significant hit on his salary,” Gao said, suggesting a potential cause for emotional distress and a safety hazard for the airline.

 

According to public information, the average annual salary of a captain or a check airman in China was at least $120,000, while a co-pilot’s average annual salary was about $46,000, a drastic difference.

 

All information regarding Zhang has now been removed from the official site.

 

Zhang was a senior pilot of the former Yunnan Airlines, which was later forced into a merger with China Eastern Airlines. After the merger, the former employees of Yunnan Airlines, including Zhang, had a highly complex relationship with the upper management of China Eastern Airlines.

Merging a profitable company with a loss-making company was unprecedented.

 

Yunnan Airlines used to be one of China’s most profitable airline companies, and its pilots were fairly well-treated. However, the pilots have reportedly experienced significant salary cuts and poor treatment after the merger.

 

From March 31 to April 1, 2008, pilots of the former Yunnan Airlines launched a protest against the newly merged company. Many pilots refused to land at their destinations upon arrival, citing “bad weather,” and flew their planes back to their origins. After 21 flights refused to land, the company punished 13 pilots and grounded one captain. The report did not mention whether the company has improved its treatment of employees after the protest.

 

PSYCHOLOGIC CREW STATUS - DISTRESS

Demotion of a decorated pilot without a reasonable cause could seriously affect the pilot’s mental state and pose a safety hazard.

 

“In a free world, with Zhang’s qualifications, any airline will offer him a high salary. In the United States, pilots can easily change jobs, but job changes in China are highly restricted and usually coupled with huge fines,” said Gao.

 

Chinese pilots who apply for job changes usually have to go through a lengthy litigation process without guarantee of success or are forced to hand back a massive portion of their compensation.

 

In November 2014, 42 airlines in China signed the “Convention on the Orderly Flow of Airline Pilots,” a pact that stipulates that the outflow rate of pilots from each company should not exceed 1 percent.

 

In 2017, (name preserved) a former pilot of China Eastern Airlines’ Yunnan Branch, was sued by China Eastern Airlines for $864,000 due to his resignation request. In June 2019, the court ordered him to compensate China Eastern Airlines $604,800.

 

“The pilot’s mental state is an important aspect of the incident investigation. I analyzed it from the perspective of the [flight] crew’s designation. I hope the Chinese authorities can disclose the real investigation results and provide a reasonable explanation instead of [covering up facts],” Gao added.

We can't quite put our fingers on what's occurring in the industry right now. I've talked to my counterparts at other regional airlines and they all are seeing the same thing. For lack of a better description, a large percentage of newly hired airline pilots just aren't as excited about their career prospects as they used to be.

During our last hiring boom in 2007 and 2008, it seemed as if we had people climbing all over each other just to get an interview. Now, we'll frequently call 10 for an interview and only five will show up. I don't know if other airlines are hiring them before we can interview them or what, but it just seems the level of interest in our industry isn't there.

Of those who do come to the interview, we are appalled at how many show up and can't pass a written test. Our interview test isn't that hard. It's straight out of the FAA commercial pilot written. We have a couple of questions we took straight from the AIM. I'm amazed at how many people who want to be airline pilots struggle to interpret a TAF! I mean if you want an airline job, wouldn't you at least review the rules on holding pattern speeds and what an ILS Critical Area sign looks like?

Then we send them on to a basic instrument proficiency checkout in an Elite PCATD [Personal Computer-based Aviation Training Device]. Again, it's shocking how many people can't scan a basic six-pack. Is it because Cessnas today have G-1000's? I actually interviewed one candidate who got so slow on an ILS that he stalled and went out of control. He probably would have gotten lost in the holding pattern, except he never got there because he turned the wrong way when I told him to go directly to the VOR. He couldn't read the HSI well enough to know whether he was TO or FROM.

The simulator is certified as a Basic PCATD under FAA Advisory Circular 61-126. As such it may be used to log 2.5 hours toward a private pilot certificate [61.109(i)(1)], 10 hours toward an instrument rating [61.57(c)(1)], and to maintain instrument currency [61.65(e)(2)]. To qualify as loggable, time must be performed with a certified instructor as part of an approved training program.

Even those who do get hired seem to lack a basic knowledge of operating in an IFR environment. One of my instructors came to me one day in the middle of a lesson and he was extremely frustrated. He said he couldn't introduce any emergencies to the crew he was working with in the procedures trainer because they were struggling so hard just to navigate. And this was with the FMS fully functional!

Mesmo aqueles que conseguem ser contratados parecem faltar um conhecimento básico de operação num ambiente IFR. Um dos instrutores veio a mim um dia no meio de uma lição e ele ficou extremamente frustrado. Ele disse que ele não podia introduzir qualquer emergência para a tripulação com a qual ele estava trabalhando nos simuladores de procedimentos porque eles estavam lutando muito duro extamente para navegar. E isto foi com o FMS totalmente funcional!

It seems that there are a lot of students who think "close enough" is close enough. We tell them on day one of Basic Indoc (and every day thereafter) how important it is to learn their callouts, flows and profiles. Twenty-one days later, they're still arguing with us that they have the callouts down "pretty well." In our program, they don't even go to the simulator until they've spent 13 days in the procedures trainer, and we still have students who struggle to get ready for the sim.

Parece que há uma porção de estudantes que pensam que “perto o suficiente”  é bem perto. Nós falamos para eles no dia deum  Indoc Básico (e cada dia depois disso) quanto importante é aprender  os ‘callouts’, fluxo e perfis deles. We've discussed this amongst ourselves and think there are many issues at work here:
 (1) Maybe the younger generation just has a sense of entitlement. I know I sound like an old man here, but there really is a perceptible difference in work ethic from young pilots today and new pilots just four years ago. One of my most senior ground instructors mentioned that it's just different this time around.

(2) The industry has driven the good people away: The last four years have not been kind to the airline industry. Maybe today's best and brightest have decided to go to medical school instead of pursuing their real dream of aviation. I live in the midwest and I think everyone around here knows someone who used to fly for either Delta or Comair who has been devastated by what happened at Delta over the last few years. A friend of mine on furlough tried to get a state grant to get re-trained with a 737 type rating so he could apply to Southwest. In the past, other pilots have been able to do that. This time around, the state of Ohio denied his request by saying that basically they didn't think there would be enough flying jobs in the future to support him and that his retraining grant needed to be spent pursuing another career. It doesn't take long for word to get around that flying isn't exactly the positive career choice it used to be.

(2) O trabalho tem direcionado as pessoas boas para longe: os últimos quatro anos não tem sido amável com o trab alho de linha aérea. Talvez o melhor e mais brilhante de hoje tenha decidido ir para escola de medicina em vez de perseguir seus reais sonhos de aviação. Eu vivo no meio-oeste e eu acho que cada um aqui em volta conhece  alguém que usava voar para, ou Delta ou Comair,  que foi devastado pelo que aconteceu na Delta nos últimos poucos anos. Um amigo meu em inatividade tentou conseguir uma concessão formal  para ficar como retreinado com o certificado de tipo do [Boeing] 737, assim ele poderia se candidatar à SouthWest. No passado, outros pilotos foram capazes de fazer isso. Nestes tempos atuais, o estado de Ohio negou a solicitação dele ao dizer que basicamente eles não achavam que houvesse trabalhos de voo suficientes no futuro para apoiá-lo e que a concessão de retreinamento dele necessitava ser gasta perseguindo uma outra profissão. (3) The upcoming 1500-hour / ATP minimum requirement for all airline pilots might be scaring away good people. The ATP rule won't go into effect until 2013, so this is a perfect time to get an airline job. In two years of flying 85 hours a month, it'll be easy to beef up the logbook. This may be the last time in history that a guy with less than 1000 hours has a shot at an airline career. But I'm concerned that some pilots have only heard part of the story and have given up, thinking the rule is already in effect.

(3) A recente exigência de 1500 horas mínimas para Pilotos de Transporte Aéreo para todos pilotos de linha aérea pode estar espantando pessoas boas. (4) Now that we're all wired and connected to the cloud, we just process information differently: My company is taking a hard look at our training procedures to see if we can present the information in a way that's more exciting for tech-savvy pilots. Unfortunately, many regional airlines see their training departments as expenses rather than investments, so there's not exactly an open checkbook for new training initiatives.

(4) Agora que nós todos estamos ligados e conectados às nuvens, nós exatamente processamos diferentemente: minha empresa está dando um olhada com empenho nos nossos procedimentos de treinamento para ver se nós podemos apresentar a informação numa maneira que seja mais excitante para pilotos especializados em tecnologia. (5) Economic hard times have made it difficult for instrument pilots to stay proficient if they're paying for their time themselves. I'll be honest; I don't know if I could have afforded to get all my ratings in today's fuel environment. I paid between $50 and $85 an hour to rent most of my training planes, and I struggled to do that. That was when Avgas was about $1.50 a gallon. Throw in reduced hours at work or downright unemployment, and staying proficient takes a back seat. We're seeing a lot of people coming in the door who haven't touched an airplane for three years!

(5) Tempos econômicos difíceis têm feito isso dificil para pilotos [que voam] por instrumentos para se manterem proficientes se eles estiverem pagando pela hora deles memos. Eu serei honesto; eu não sei se eu poderia ter recursos para conseguir todos meus certificados no ambiente de combustível de hoje. (6) No one is getting commercial pilots' licenses any more. The FAA will tell you that the number of commercial pilots licenses issued has plummeted in the last three years. It is only a fraction of what it was four years ago. That means that the regionals are going to be competing for a smaller and smaller pool of pilots. When that happens, the quality of the candidate pool remaining quickly drops.

Everyone on the inside of the industry sees it, but none of us knows exactly what "it" is yet. I personally think it's a combination of all the above factors.

6) Ninguém mais está conseguindo licenças de pilotos comerciais. A FAA dirá a você que o número de licenças de pilotos comerciais emitido, tem caído verticalmente nos últimos três anos. Isso é somente uma fração do que era quatro anos atrás. Isso significa que as regionais vão estar competindo por um cada vez menor rodízio de pilotos.
